This is supposed to be Rolan from The Heralds of Valdemar series, written by Mercedes Lackey 
Those familiar with the books can probably tell this is based off the picture from the cover of the third book in the triology; Arrow's Fall, but I tried to make it more my own, more as I picture Rolan ^^
Loved those books, just finished tHoV, looking forward to reading some more from Lackey (though it might take some time; just started some more Robin Hobb books
)
